[Improvement] Minimum length of reply OR comment

If you enter only HTML, current setting is inconvenient. Therefore, system default about below settings have benn changed.
  • Minimum length of reply (Default: 0)
  • Minimum length of comment (Default: 0)


P.S
If you changed this in Q2A, warning might be displayed in qa-theme-base.php. In PowerQA it has been fixed.
