[Improvement] View count options have been added

I thought below question is good.

 Two options added in "Admin" > "Viewing" of PowerQA.

  • Don't count by same IP (Default: ON)
  • Don't count by creator (Default: ON)

If you use PowerQA at only particular organization, you should turn off "Do not count by same IP".
